Biggest in what way? In deaths, it is probably the flooding associated with the 1900 Galveston hurricane, at more than 6,000 dead. The Johnstown (PA) flood killed 2,209 in 1889. Katrina death toll estimates vary, but Wikipedia says at least 1,836. A hurricane-related flood at Lake Okeechobee FL (1928) killed about 2,000.
If you mean largest in terms of area inundated, it might be one of the big Mississippi-Missouri floods, such as those in 1927 and 1993.
