What is the best way to keep roads from freezing over?

Most popular forms of road de-icing are not environmentally friendly.  Using chemicals, including ice, can result in runoff that can be detrimental to both soil and water quality.  Using gruanuals, such as sand, can clog sewage lines and has been linked to air pollution.  One creative solution to this problem (recently put to use in Japan) is using crushed scallop shells, a by-product of the seafood industry.  Perhaps one solution isn’t the best answer, but several creative solutions, such as this, that could be utilized by each community as a way to use resources already on hand.
