    The first law of electrostatics is that the negative charge of an electron is exactly equal and opposite to the positive charge of a proton.  Also, unlike charges attract each other while like charges repel each other.  The law kind of goes along with the idea that for every action there is an equal and opposite reaction.  It is central to the way that chemistry and any sort of electrostatic project works.
