This depends on the type and severity of the flooding. Tsunamis cause flooding, so do hurricanes, landslides, man-caused foibles, and climate cycles that simply provide for a flood season. The single most destructive natural disaster in the last century was a flood. In 1931, China lost around 3 million people due to flooding. So with a population of about 440 million, it was around .6 people for every 100, nationally. For the province of Yangtze, where the flooding was worst, it ws around 42 for every 100 people.
