What is Australia doing to help global warming that we are not?

In South Australia there is a comprehensive energy initiative, backed by law, that requires most (new and replacement) residential water heaters to have a flow-rate per minute of 9 liters, maximum, and air-conditioners to meet energy efficiency standards as well. This initiative also requires that retailers cease all sales of water heaters and air conditioners that do not meet energy efficiency standards.

As energy is only one aspect of the fight against global warming, it is difficult to look at an effective comparission without further, and quite in depth research.
