Levees can be built on coast lines especially in areas where the land barely rises above sea level, such as in Florida and the New Orleans area, but with the estimated amount of rise the sea will undergo in the next 50 to 100 years levees could be a useless task as the ocean is far to large and powerful to be stopped from moving inland. The best with we can do is to relocate people who would potentially be in danger of costal ocean flooding.
