Water has become a limited resource and has started a battle in the West for power for this limited resource. Investment firms and large, predominantly foreign companies are aggressively courting communities such as, Tulsa, Okla., Fresno County and Rialto, Calif., and Comal County, Texas, to sell or lease their drinking water and wastewater utilities to private companies. This practice has become to gain momentum, with at least 144 cities and towns privatizing their domestic water systems since 1991. Hence the term, “water cowboys.”
Water Cowboys are individuals who buy up water supplies such as William Mullholland who bought up water rights in Owen Valley, California and water baron Aaron Million.
