CARS (The Car Allowance Rebate System) aka Cash for Clunkers looks like a green program, but it really is an economic stimulus program
The fuel savings are not mandated to be all that great and the vehicles purchased must be new. Being new does not make a car greener per se, it makes the car dealer greener (dollar-wise).
“If the new vehicle has a combined fuel economy that is at least 4, but less than 10, miles per gallon higher than the traded-in vehicle, the credit is $3,500. If the new vehicle has a combined fuel economy value that is at least 10 miles per gallon higher than the traded-in vehicle, the credit is $4,500.” http://www.cars.gov/faq#category-07
4 miles per gallon improvement qualifies. So a car that gets 22 (combined) mpg would qualify.
Fortunately, most buyers are opting for better fuel economy than mandated.
