The most simple answer is that they make backroom deals with auto manufacturers not to make cars that run on alternative fuels. Another, less obvious answer is that they ask auto manufacturers to research impractical fuels like hydrogen instead of allowing battery electric vehicles to be produced. Chevron bought the patent to large NiMH rechargeable batteries, so that stunted the production of commercially available electric vehicles until Li-ion batteries became viable. Thankfully, people can take matters into their own hands by converting vehicles to run on electricity or waste vegetable oil.
