Ineffective or lack of enforcement, pushing other priorities over conservation and lack of accountability of governments are some of the reasons I believe China’s environmental laws have been ineffective. I don’t think environmental laws in China have as long of a history as in the US. There hasn’t been an environmental movement in China or at least not one as strong and influential as the one in the 60’s, 70’s in the US. Also because here in the US, everyone fears being sued, so a lot of people try their best to comply with the environmental regulations. This is not as prevalent in China, at least not yet.
