There are a number of techniques for cleaning up oil spilled in the ocean. These include burning oil on the surface of the water, introduction of microorganisms to consume or break down spilled oil (known as bioremediation), using other chemicals to bond to the oil and scatter it into smaller droplets, and skimming it up off the top of the water.
Cleanup for other types of chemical contamination probably depends on the particular chemical and the location where the spill occurred.
