What are some major problems with the UN Framework Convention on Climate Change?

    Often times the UNFCCC has been criticized for being non-binding and ineffectual.  The most recent Bush administration showed the world just how easy it was for a country to opt out of the responsibilities of the most recent incarnation of the UNFCCC, the Kyoto Protocol.  Additionally, the countries that are signed up to the protocol are self-regulated and report their own numbers and progress rates, which can allow for misrepresentation and a lack of transparency.
