Committing to reducing emissions by 20% (or other amount depending on the country) policy was one of the most important factors for renewable energy. These countries made the demand for renewable energy go up, thus competition to unfold and prices to go down. Also investing in such technologies today is much more economical than it was in the past, and in some areas of the world it is competitive with fossil fuel energy prices. Governments generally are also very keen on maintaining the countries oil supply for the army and heavy industries thus some laws might prevent the use of oil for certain objectives, but this has much more to do with increasing the renewable supply then decreasing the oil amount.
