I always thought it was creative when the United States allowed hybrids to drive in the carpool lane with no passengers. Not only did this encourage the sale of hybrids, but it also helped reduce greenhouse gas emissions in the atmosphere. Even though this did create some traffic congestion in the carpool lanes, overall I think this was a benefit to help combat global warming. Hybrids purchased in the past have recently had this benefit expire, but overall it was a smart thing to impliment.
