Rats are a worldwide phenomenon, but so-called “developing” countries often have bigger rodent problems than developed ones. In some places, for instance some places in India, rats are religiously revered, and so their populations are allowed to grow. Many species of rats are also native to developing countries, so are well-adapted to the environment. Finally, people in developing countries are poorer than their developed counterparts, and so can’t afford traps and the like.
