In January of this year (2010) California passed a new green building code called CalGreen. This code will mandate that all buildings built after Jan 2011 will have pipes that reduce water consumption, use low pollutant carpets, paints and other building materials as well as ensuring that 50% of construction trash gets recycled. This is the first of its kind in terms of a state wide initiative, but the rating system is being scrutinized and may be difficult to enforce.
There are also several cities across the US that have strict water conservation laws, and go into no watering restrictions during drought.
