The technical term for this is hypoxia, its when a region(or body of cells) is deprived of oxygen. There are a few things that can cause this to happen, bacteria, salinity, temperature and plant life. One of the most recognized case of hypoxia is the dead zone in the Gulf of Mexico. Fertilizers from farms in the mid-west had drained into the Mississippi River, which then drained into the water of the Gulf of Mexico which depleted oxygen levels.
