Energy efficiency regulations are generally a very good thing. Better energy efficiency leads to less overall energy use with the same output, which leads to an environmental benefit as less CO2 is emitted, as well as a monetary benefit (you don’t pay for energy you don’t use!) The only argument against a state government enforcing the regulations would be that a different body would be better positioned to do it. Some think the federal government should be responsible, as they could set a uniform standard for all states. On the other hand, you can argue that more local governments should mandate energy efficiency, since they work more closely with the community. In the end, it probably doesn’t matter too much who does the enforcing as long as it is indeed enforced.
