Riparian water rights refer to the rights of the landowner of the bank of a river or a stream to use the water on his/her land. Basically, Riparian water rights state that any landowner with property next to a river or a stream have the right to “make proper use of it.” This can include swimming, boating, erecting docks, etc. The controversy comes into play when these land owners attempt to sell the water for industrial purposes.
