What are the new EPA Carbon rules?

This year, the EPA is expected to begin mandating all large greenhouse gas emitters in factories, powerplants and refineries to make public their greenhouse gas emissions. This is a result of the Mandatory Greenhouse Gas Reporting Rule, an agency rule-making coming from the 2008 Consolidated Appropriations Act. The EPA recently released a preliminary report containing the emissions levels of some of the largest emitters in the US, which can be accessed in the link here. The purpose of this rule is to monitor emission levels and to use the information to develop emission cutting policies.
