What are eye buggers when you wake up?

I think you might be referring to eye boogers.  The official name of eye boogers are rheum.  Rheum is a natural discharge of the eye and is formed from a combination of mucus, tears, dust, and skin cells from the eyelids.  When you are awake and blinking, there is no build up of these materials.  Rheum only tends to build up when you are sleeping and not blinking.
