What are the EPAs carbon pollution standards?

    The standards are a set of strict rules limiting the amount of greenhouse gases that power plants and oil refineries are allowed to emit. The specific limits are to be proposed by the EPA by July of 2011, and so far they haven’t given any specific numbers.
