If the recycling centers aren’t well-managed, a lot of waste can be generated, and improper disposal of chemicals can lead to environmental damage. Also, recycling paper is costly and uses bleach, which again, if not properly disposed of can be a problem. Improper recycling on the people’s part can lead to problems at the centers, too, with machinery getting snagged or extra time needed to sort, which can be costly.
Ultimately, though, the downsides to recycling mostly boil down to people and how well they manage the centers. There are a lot more positives than negatives.
