Blacklight lamps are constructed in the same manner as fluorescent lights in that electricity runs through a gas filled tube, and the gas emits the visible light. However, the reason as to why fluorescent lights emit visible light is because the tube has a phosphor coating thats emits light in response to the energy coming from the exposed gas inside the tube. Blacklights simply have a different phosphor coating that absorbs the harmful ultraviolet radiation and releases ultraviolet A rays.
