I couldn’t find the specific environmental effects of the construction of the Tokyo Tower, but I assume that they mirror those of most large-scale construction projects. You could expect energy expenditure and pollution from the construction in addition to the environmental cost of the materials being used. From what I could gather, the Tokyo Tower is primarily steel. If the steel was recycled, then you could expect less of an environmental cost in relation to the actual materials. There are also indirect effects such as water usage (to power the machines), wastes created not to mention social factors such as noise pollution.
