Were/are there any sanctions against countries that signed the Kyoto Protocol and then did not conform to it?

    If a country that signed the Kyoto Protocol does not meet the standards, it is required to make up the difference in emissions plus an additional thirty percent. The country is also not allowed to make transfers under an emissions trading program until they do so.
