Were all radioactive elements formed at the same time?

    All it means for a atom to be radioactive is that its nucleus displays certain properties, mainly that they can emit particles themselves. These elements can be created by a number of natural and human methods. Extreme heat and pressure from celestial phenomenon to simple nuclear devices all create radioactive atoms.
