Weight is definitely an issue in the design of a solar-powered car. This may theoretically be circumvented if the collection of sunlight takes place separately and then the car is plugged in to the power source. Other limiting factors, however, include the high cost of solar arrays and the lifetime of PV cells.
Space is another problem with the concept of a completely solar car. The 2010 Prius has an optional solar panel that powers a cooling system, and the panel just to do that takes up the whole roof of the vehicle.
