There are many ways to do this. Graphite has recently been discovered to possess a property called superlubricity where, when applied, friction levels approach zero. Devices such as wheels and ball bearings also work as well as thermoplastic materials like nylon.
To increase friction you can increase the weight of the sliding body or try eliminating any debris. Try to roughen up or dry the surfaces or maybe use a harder material.
