It is a completely natural event. Humans may be affected by it when it impacts reservoirs or lakes that they rely on.
Yes, a serious ause for concern. Evaporation being a natural phenomenon takes place at all temperatures. When it is excessive, there will be danger of drought if the water body is stagnant or or the source of water is not sufficient to withstand high evaporation. But when there is little evaporation, there tend to be less rainfall. Conevetionally, rain falls when water evaporates into the atmosphere upon cooling and condensation.
