It is never deemed a permanent law but in many states that suffer through severe droughts, California, Arizona, Nevada and New Mexico, temporary water restricting laws have been put into place to make sure water is only used for things that are deemed necessary. Acts like washing your car, over-watering plants, recreational sprinkler use, or possibly washing your driveway are highly looked down upon and people have been cited from these types of acts during times of water restriction.
