Was the term “grassroots” started for environmental programs? Or is it just convenient that the term references something in nature?

Grass roots does not refer specifically to environmental programs. The term may be fore related to the concept of the cause being locally-grown or home-grown. Grass roots organizations are organizations formed by “local people working together to find solutions to problems in their communities.” The use of the term in environmental programs is just a convenience.
