Yes. The country had no building codes or land use zoning and poor city planning. Shanties can’t survive an earthquake, especially ones built into a hillside. My aunt does waste management work in Haiti and explained to me that an earthquake in Haiti is not like an earthquake in California, because people are living on top of one another in crowded, poorly constructed buildings that are just waiting to collapse in on themselves. 80% of Haitians lived below the poverty line and 50% in abject poverty before the earthquake. It’s no wonder there was overcrowding and poorly constructed houses.
