Is voluntary emissions regulation really feasible?

I believe voluntary emission regulation is a thing of the past. The EPA has been asked by Obama to crack down on greenhouse gas emission standards and they have released a proposal that would spell out requirements for vehicles from model years of 2012 to 2016. Though it’s somewhat of a valiant effort by Obama and the EPA, it leaves a lot of loop holes for the automakers. Read the article in the link below for more on the proposal.

Voluntary emission regulation will not work. Some sort of formal regulation is needed, but the EPA may have fallen short with this proposal.
