Actually, the UN has put a lot of research into climate change. Just earlier this week, the EU environmental commissioner released estimates of how much he wants member states to contribute to the effort- mostly in terms of foreign aid to help convince developing countries to curb emissions- and they plan to bring up the proposals at Copenhagen in December.
In the non-fiscal sense, the UN is still incredibly concerned about climate change. The issue is just getting the member states to be equally concerned- the UN is essentially just a venue for discussion, it doesn’t have much actual governing power.
