Other international governmental organizations can also make treaties…like NATO.
The United Nations is not the only organization that can make a green treaty, but it is the most encompassing of all the nations of the world in which to bind these agreements to. Agencies like NATO and the old Warsaw Pact only dealt with their particular nations, and did not bind countries outside of their memberships to such treaties. As much as people rail on the UN for being ineffective at times, it is probably the best bet in terms of including all the nations of the world in certain green treaties. Perhaps in time the UN will grow stronger in making these kinds of decisions.
