Because many photography papers contain silver, they are considered hazardous waste. Therefore, most recycling facilities will not accept them as recyclable material. The best option to take, as it would be unwise and environmentally unsafe to throw them in the trash, would be to search for local silver recycling facilities, which also tend to handle dental waste.
If anything, calling your local recycling facility or consulting their website would not hurt; they may be able to suggest the best, most local facility that can process your old photos.
