I don’t know of any animal species that can change it’s gender after birth- excluding insects.
If they are subjected to enough hormones or environmental fluctuations, it is probably possible. However, I have not heard of any instances involving tortoises occurring. Salmon, on the other hand, have demonstrated an ability to change sex. Given that tortoises are land-dwelling animals that do not come in contact with huge quantities of water, and estrogens are carried by water, I doubt that they have ever changed their gender.
