Our neighbor has a cottonwood tree that has roots invading our yard. My sprinkler system has been damaged and roots are all over the yard which makes it very dangerous to walk. We asked him to remove the tree and he refuses. My question is is it illegal to plant a cottonwood tree in a residential neighborhood in california. This is very dangerous

I don’t think that cottonwoods are illegal in California. However, your neighbors are responsible for whatever impacts that trees on their property have on your property. This article cites California Civil Code regarding this issue.
