Is the tissue level of organization more inclusive than the organ system?

Is the answer yes, or no? For some reason, I am having a hard time understanding the word inclusive, when speaking about the tissues, and organ system.

    Think of it this way, the further you break down the systems, the more complex they get. So no, the tissue level will be more specific while the organ system will be more inclusive, covering a broader range of detail (or lack there of.)
