Not feasibly, as long as people have cars and the liberty to drive them, there is no way to compel them to use public transit. If you wanted to go the authoritarian approach, you could pass a law mandating that all people must use public transit/bike ride/walk, or face a fine/jail. If you wanted to use a kinder, more palatable method, you could improve the quality of public transit so much that everyone would rather take it than drive. It would be easier to pass a law mandating public transit use, but nearly impossible to enforce. It would be more costly to improve public transit infrastructure, but much better in the long run.
