Is there a way to make energy from upper-atmosphere winds?

There are winds in the upper atmosphere that move from west to east at speeds of over 300 mph. This is called the jet stream. Scientist believe it is possible to harness this wind energy though kites or something like a kite. Calculations show that harnessing just 1 percent of this wind energy could power the world. The problem is getting the harnessed energy to the ground safely. It may be possible through huge cables or microwave beams. While this is a great idea, and should absolutely be looked into further, it is definitely not fail proof.
