Sort-of. One way to do it is to run the car directly off of solar power. Since solar-powered electric cars must be lightweight and have a lot of surface area to absorb energy, they are not very practical for road use. Most solar-powered electric vehicles are hobby cars built for contests or races, and only fit one person.
For storing energy, capacitors can be used instead of batteries. However, capacitors currently don’t store very much energy. There is some research being done into capacitor technology to make them more practical for use in electric vehicles. Good old lead-acid batteries are still a very good option for electric cars, though.
