Yes. Create laws that mandate the elimination of environmentally unfriendly dry cleaning solvents. For example, California has madated that dry cleaners phase out the use of perc in dry cleaning by 2023. As they say necessity is the mother of all invention and once someone puts their mind to it they will find a green dry cleaning alternative. There are newer detergents and other types of solvents that can be used for dry cleaning that do not involve perc but are under some scrutiny as to whether they are actually green.
