Is there a way to extract water from clouds before they rain?

    There is a way, it is called cloud seeding and is rather unsuccessful.  The theory is that seeding clouds with silver iodide the water will condense more quickly and rain earlier before it hits an area that can be damaged by the rain.  It was tested during the Beijing olympics and did not work as planned.  There is no way to really extract the water to be used until it just rains down.
