Typically when we think of runoff (for example the water that flows on a parking lot after a rainstorm) we are dealing with stormwater management. Waste water refers to the water used in plumbing fixtures for the disposal of waste. In either case, yes, 100% of run off can be dealt with on site. Living machines, where plants and other microorganisms break the waste water down through natural means, have been used successfully on projects. On the other hand, stormwater can usually be diverted through the use of retention ponds or rain gardens.
