Is there a significant difference in energy usage between using voice mail and answering machines?

Well, voicemail only uses energy as your cellphone allows it to because it is part of the cellular service. An answering machine on the other hand is its own machine, which means it uses more energy by itself to do the same thing that a voicemail can do without using any energy by itself (you would use a cell phone regaurdless, so the voicemail is just an added bonues that allows you to not have to waiste energy on an answering machine).
