Actually, the energy star program includes rating for water efficiency. For example, energy star clothes washers use 50% less water than standard washing machines.
As lunafish pointed out, in America, energy star ratings do cover the ratings for water efficiency. In Australia, there is also a specific system used to measure water efficiency called the Water Efficiency Labeling and Standards Scheme (WELS). This system does what one would expect and acts similarly to the energy star program and rates products for their water efficiency.
