Is there a point at which protecting the environment becomes more important than protecting human rights?

The only scenairo I can think of where protecting the environment would become more of a priority than protecting human rights would be if the environment became so threatened (the atmosphere so polluted, the climate so unstable) that it became a priority FOR human rights to secure and protect the environment abd for us to have a livable, safe ecosystem. Isn’t one of our human rights TO HAVE a clean, stable Earth? Or is that a prividelge?
