Is there a national renewable energy standard?

    The Renewable Electricity Standard has set forth a minimum percentage electric utilities are required to draw from renewable sources such as wind, solar and bio-power (plant and animal waste).  The objective is to establish a stable market for clean energy.  RES is supported by the argument that although it results in slight increases to utility bills, in the long run it will boost the economy by creating hundreds of thousands of jobs.
